Work Experience:
Lala served as the CEO of SVBTC from the commencement of tolling operations till early 2014- 2015 and subsequently continues to play an active role in the operations and management of SVBTC as a Group Director of TransAsia. Prior to retiring from Government service in 2001, he served with the Public Works Department (PWD) of the Government of West Bengal for close to 40 years, serving in various capacities as Assistant Engineer, Executive Engineer, Superintending Engineer, Additional Chief Engineer and Chief Engineer before appointment as the Engineer-in- Chief and ex-officio Secretary of PWD, the highest position for engineers in the PWD. For several years of his tenure with the PWD, Lala was responsible for the development and maintenance of National Highways in the state of West Bengal. He has extensive experience and knowledge of all processes linked to highway development and maintenance including planning, design, land acquisition, resettlement & rehabilitation, contracting/tendering, project monitoring and supervision, besides operation and maintenance.


Susanta Kuamr Mukherjee

Expertise:
Susanta has close to four decades of rich experience covering financial planning & control, business process re-engineering, treasury management, Accounts, Costing, direct taxation, indirect taxation, administration, legal and secretarial aspects. He also has extensive experience in the banking and project finance space.


Work Experience:
Has been the Chief Financial Officer (CFO) of SVBTC since mid 2006 on secondment from TransAsia and oversees all the financial, accounting, legal and secretarial aspects of the company. Prior to joining SVBTC, he worked with Manjushree Plantation Limited, a Kolkata based company of the B.K. Birla group as CFO and where he was in charge of a manufacturing outfit which is in the process of turnaround. Prior to that, he held various positions including Managing Director at a Kolkata based financial services company Nicco UCO Alliance Credit Limited. Between December 1987 and August 1998, Susanta worked in various positions in the finance and accounts function at Nicco Corporation Limited. Before this he worked with Tata group in steel sector as a regional accounts officer and was responsible for implementing integrated accounting system for the entire company. Susanta started his career as a Probationary Officer with the State Bank of India (SBI), serving with the bank from 1975 to 1982.


Pradip Kumar Guha Biswas

Expertise:
Pradip is well versed with all aspects of project management, execution of mega road projects (flexible as well as rigid pavement), bridge/ flyover projects, contract management, tendering, negotiations, Quality Control, Cost Control, project monitoring and review. He has extensive experience in all aspects of program management including project controls, supervision and Quality Assurance/Quality Control (QA/QC).


Work Experience:
Pradip has been serving as the Chief Technical Officer of SVBTC on secondment from TransAsia since April 2008, dealing with all technical matters including the civil maintenance, inspection and testing. Prior to this, he was the team leader of TransAsia's program management team working on the execution of the SVBTC project. In his earlier career, he worked with the ECC group of the Indian construction and engineering major Larsen & Toubro for over 25 years, gaining rich professional experience of leading multi-disciplinary teams of qualified professionals, training and moulding them into a homogenous team for successful time-bound execution of, high value infrastructure projects both in India and abroad. Pradip also acted as a profit center for all infrastructure and transportation projects in entire Eastern region covering the states of West Bengal, Bihar, Jharkhand, Orissa, Assam and all the other North-eastern states of India. He also worked as a Senior Planning Engineer in Malaysia for construction of two Bridges at Sabah, during 1987/1998. Pradip has also worked with engineering consultant LEA Associates South Asia (LASA) as a technical expert, being involved in the supervision consultancy services provided by LASA for the four-laning of the Panagarh-Palsit section of NH-2 undertaken as an annuity project.


Prasad K. Datta
(Group Director)

Over 50 years of experience in project preparation, appraisal, planning, budgeting, contracting and monitoring highway projects across more than ten countries

Expertise:
Prasad has extensive professional experience in preparation and appraisal of highway projects and interaction with funding agencies for funding of these projects. He has also been responsible for monitoring and administration of projects for the executing agencies. His areas of expertise include planning, budgeting and development of capital and recurrent works, preparation of tender documents, pre-qualification documents, construction contracts and contract administration, developed over various road projects in India, Eritrea, Ethiopia, Mauritius, Bangladesh, Lao PDR, Lesotho, Nigeria, Tanzania, Kenya, Uganda and United Kingdom.

Work Experience:
Presently acting as a Group Director with TransAsia Infrastructure Group looking after the infrastructure development services of the group and its subsidiaries in India. He is also an Executive Director with CDC Consulting Design Engineering. Centre, a civil engineering consultancy. He has previously worked for twenty years with Consulting Engineering Services (India) Private Limited. Prior to that, Prasad served as Advisor And Chief Roads Engineer with the Ministry of Works, Government of Lesotho, assigned under a World Bank project. He has over his long career also been employed by with the Commonwealth Secretariat, CFTC in London, the Federal Ministry of Works, Government of Nigeria, the Ministry Of Works, Government Of Tanzania and the Ministry of Surface Transport, Government of India in various capacities. Expertise:
Wilhardo has knowledge in all aspects of toll operations and asset management including electronic toll and traffic management (ETTM) Systems, MIS reporting, QA/QC, contract compliance and Audit & Compliance. He has also played Project Management roles executing infrastructure and real estate development projects and worked extensively across several parts of Asia with major private sector infrastructure developers, contractors, consultants, asset managers and operators, as well as private equity funds, infrastructure fund managers and management consultants.


Work Experience:
Wilhardo has been involved with SVBTC since the BOT proposal preparation stage for NHAI. His participation in SVBTC Project has been in various capacities and roles. He is currently the Director for Audit and Compliance in SVBTC. Wilhardo has worked in the past with Carter-Burgess Inc. as a Business Development Manager Focused on project development initiatives, engineering design projects and project implementation in Philippines and other South East Asian counties. He has been involved in planning and, development, acquisition, financing and program management of PPP projects in Philippines and other parts of South East Asia.

Wilhardo was a member of the project management team for the US$ 500 Mn Metro Manila Skyway and tollway commissioned in 1999. He provided inputs on the toll plaza location, conceptual design of civil works for toll booths, integration of civil works with electrical and mechanical systems, and preparation of basic cost estimates for the Metro Manila Skyway Toll Collection and Traffic Management Systems. He was also involved in the overall development and management of the preliminary planning, technical and commercial feasibility and design for a 6-8 lane 61-kms long Circumferential Toll Road - C-6 - in Metro Manila.

Expertise:
Prabuddha has worked on close to a hundred assignments in the PPP/Project Finance space covering feasibility studies, bid advisory, project development and tariff regulation in various sectors such as airports, energy, ports, roads, Special Economic Zones and urban infrastructure including real estate and water supply. His core area of expertise is financial analysis and modeling and he is the author of a book on this subject published by McGraw Hill Education India - "PPP & Project Finance: Development & Use of Financial Models".

Work Experience:
Currently a Vice-President with the TransAsia Infrastructure Group and involved in identifying Public-Private-Partnership (PPP)/Project Finance opportunities for the group as well as the development of financial models for bids and acquisition initiatives. During his career spanning 20 years, he has worked in India, Indonesia, Mauritius and Zambia. Prabuddha was earlier employed as a Head with CRISIL Risk and Infrastructure Solutions Limited (a wholly owned subsidiary of CRISIL Limited, a Standard & Poor's company), a Senior Manager with IL&FS Infrastructure Development Corporation Limited, as Principal Consultant/Consultant with PricewaterhouseCoopers India, as a Rating Analyst with CRISIL Limited and as a Manager (Finance) with a textile manufacturing company.

Key Work Undertaken Provided bid advisory services to private players for the Bridge over the river Narmada on NH-8, Proposed bridge over the river Ganga near Bakhtiyarpur , Six- laning of the Dankuni-Kharagpur section of NH6, Six-laning of the Barwa Adda- Panagarh section of NH2 etc Indonesian Infrastructure Financing Facility - development of business plan and corporate strategy for a new entity promoted by the Government of Indonesia along with the World Bank, ADB, IFC and other international funding agencies; assignment funded by AusAID
